The person in command is responsible for passenger safety communications, including how and when belts must be fastened during taxi, takeoff, and landing. This role holds the ultimate accountability for making sure passengers receive the belt-use briefing and understand the timing for fastening during those critical phases. In practice, the crew will perform the briefing or demonstrations, but the captain ensures that it happens and that the information is clear to everyone on board. Ground crew or passengers themselves do not carry this flight-wide safety briefing responsibility.
